Engineer in Ecology (1986), PhD in Geography (1988), after a few years at the French ministry of foreign affairs, 20 Years of Senior management at the United Nations (UNITAR -1993 – 2005 and UNDP 2005 - 2012) specialized in sub national climate change governance. Created the R20 Foundation with Governor Arnold Schwarzenegger  in 2012. Has designed and sponsored the concept of sub-national climate fund (SCF): a blended finance vehicle exclusively dedicated to sub-national middle size low carbon and climate resilient infrastructure. SCF received first funds by the Green Climate Fund thus unlocking private investments.  SCF Global opens the path to more dedicated regional funds for large scale replication.
